This sounds like transdimensional bleeding if I ever heard it.
A man sees a ship off the shore shoot off a distress flare, he gets his telescope, estimates it's about 12 nautical miles out, he sees people on the boat wearing life jackets, waving, orange objects in the water, too far off to know if it was people.
A search for the vessel yields nothing. Hm.
